Taking a wild guess:

1.) using slide hammer puller.. insert suitable screw into keyhole.. slam slide hammer outward.. forcing ignition lock to pop out of steering column…

2.) OR remove steering wheel and steering column guts.. release whatever is holding ignition lock in steering column…

3.) once lock is out of the way use a screwdriver or other similar instrument to start the vehicle.
