if you own it why would you go to the council?
either way you need a key to get into the house so just go get one, you don’t have to ask.

you don`t need permission for a new key, after all its your responsability to keep your possesions safe

Do you own a flat in a council owned block? If you do, depending on the type of lock they have(for the communal entrance) you may have to. I had an ASSA key for the main door, no locksmith would cut me one without permission from the council. Now in my new flat, I have a fob key and electronic entrance system, if I lose the fob I have to purchase a new one from the council. If none of this is the case, you’re ok to go ahead. You don’t need permission to cut a key for your own front door.

If you are buying your property whether from council or not you can change your locks yourself. you dont need council permission to do so. If you had been renting from the council then you could have got them to change your locks. You may still be able to get council to do the work but you will be charged for it. Cheapest way to do it is to go to your local DIY store or hardware store & buy a new lock & fit it yourself.
