Has anyone ever bought this electric scooter?

I bought a Tao Tao Kids Electric Scooter off of Ebay. It has a key mechanism that opens the seat, where the battery is to charge it. This key mechanism has to be installed, but I cant figure out how. The seller has no instructions, and in the directions that comes with the scooter, it is already shown as being done. Anybody have any ideas of who I could get to help me? A locksmith would be a little pricey. No snide remarks please.
All there is, is a hole in the side of the scooter. It also includes a bracket, but nothing that I can tell that would hold the key mechanism in place. There are no screws or anything. The main problem is, I cant get to it. I have a feeling it should have come already installed.

Please add more information. Like key mechanism for the door for the battery, key mechanism for the electrical, do you screw the mechanism to something or is there a big round nut that screws to the back of it, etc.
