It is probably easiest and cheapest to replace the cabinet with one that has a lock already installed. In principle, you could install a drawer lock, of the sort you can buy at a large hardware store, but unless you are a decent metalsmith the job will look messy and probably not be very secure. A locksmith will almost certainly cost more than a new cabinet.

you can buy different types of locks that you can mount on the outside of the cabinet at home depot or lowes.

get a hasp from home cheapo or lowes and screw or rivet it to the outside of the filing cabinet and the drawer and slap on a pad lock, should take less than 20 minutes to do
