how can i get my key all the way into my ignition?

I have a 1993 eagle vision and my key will not go all the way in and I cant turn the key. Do I need to get a new ignition replaced or can a locksmith fix it. I also sprayed wd-40 in the ignition to get the tumblers back in place. Some please have any advise. I really cant afford to have a new ignition replaced. Also I have a green ring around the ignition can that be the problem, does that move or turn, can I take it off? PLEASE HELP!!
My steering wheel is not locked up. Is there some kind of lock around the ignition. The key goes in and the car makes a buzzing noise, but I it seems to be locked, and I pushed on the green ring and that is not working either.

Hello victim of a chrysler product defect. No they never did a recall but this is a common problem. The tumblers are chewed up. You can’t fix this you need to replace the Locking Cylinder. Replacement part should be around 50 bucks I suggest have a new keys cut from your VIN and throw your old key away. The key wearing down is a factor in this problem. A temporary fix and I did this until I got the locking Cylinder. Unhook the battery Hammer a big Screw driver all the way in Take a pair of Pliers and Force the Cylinder all the way around like you are starting the car. . This should unlock the Cylinder grab it with pliers pull it out. Look in the hole you will see a Flat knob use needle nose pliers to turn it to the off position. THis is very important because when you reconnect the battery You car may try to start if The flat knob isn’t in the off position. Use needle nose pliers to start and shut off you car until you have a new cylinder.
