I think it would depend on the circumstances. If a locksmith were called to a residential area to release someone from cuffs, say, in a bedroom, I doubt he'd have to inform anyone but his buddies the next day. If he gets called to a public place, it would be in his best interest to inform the police, because the person cuffed might be an escapee. Legally bound, in either circumstance? I doubt it, but he's opening himself up to criminal charges if he releases a suspect. If you haven't done anything wrong to be cuffed, call the PD.

Yeah, my dad was in the same predicament as you. Only he wasn't concern about the police being notified.

His words to me was "Quick SON get me out! Your Mother's got my wallet with the CREDIT CARDS. We have to stop her!"
