If a locksmith were called to a residential area to release someone from cuffs, say, in a bedroom, I doubt he'd have to inform anyone but his buddies the next day. If he gets called to a public place, it would be in his best interest to inform the police, because the person cuffed might be an escapee. Legally bound, in either circumstance? I doubt it, but he's opening himself up to criminal charges if he releases a suspect. If you haven't done anything wrong to be cuffed, call the PD. I think it would depend on the circumstances.
