If you are not a licensed locksmith what are the laws concerning rekeying?

In the state of Texas if you are not a licensed locksmith, but you work for a company that offers rekeying can you do the following?

Rekey a lock to work with more than one key.

Rekey a lock someone brings in (does not buy new off the shelf).

Run into those questions fairly often, just want to know what I can and cannot do under the law, any more information would be good, plus sources are great.
