Is there a website or other resource which has the laws for every state?

I am trying to look up the laws for possession of burglary tools (without intent to commit burglary). The problem is that each state has a different law, in some states it is illegal only if you are commiting another crime or have shown intent to commit burglary, and in some states it is just downright illegal to possess them without a locksmith license. Does anyone know a site or something that I can just download a pdf of the laws for each state, or are there simply too many to be listed in one convenient location like that? Any and all help appreciated!

FindLaw.com is a pretty good resource. It might be a good place to start.

only effective way is to go to the state code for each state
