You have to follow the guideslines of the state the business is in, not the incorporated state or your state of residence.
Some states honor reciprocity, and some don't they're not consistent.
It does not matter where you live, you you want to conduct business in a certain state, you must follow the guidelines of the state you want to do business in. Each state can set their own rules so you need to check state by state as to whether an out-of-state locksmith is honored. Also, check with your business insurance/bond company as to what risks they will cover in your specific policy.
