I heard "Master" brands are pretty good.
If you need to secure anything with a military padlock, you might as well insure it and/or keep it at home
It's not picking you need to be concerned with. I have never seen a padlock that could not be cut by bolt cutters.
I'm looking find one to use on a chastity belt, hope you post it when you determine the best.
The best locks you can buy right now are by the BEST LOCK Co. that's really they're name. They even make a pad lock that is made of completely solid hardened steel. It is impossible to cut with bolt cutters, and they will wear out 4 die cutting wheels before you can get through them which will take about an hour. We use them in the Military and in my civilian job on the railroad to protect all of our copper and steel.
The strongest padlocks are those that have a guard over the hasp. I've seen them used in jewelry stores. Criminals rarely use lock picks. Battery operated drills, and cutters are the tools of choice. Locks are only for honest people.
It's made by the Sargent & Greenleaf co. of hardened boron alloy. It does have a hardened shroud covering the shackle to prevent cutting. and YES it is used extensively by the world's top militaries for weapons storage lockers!
